What we're making:

What we need:
Tube and font of choice
PSP/Animation Shop
VM Instant Art Lightlines, HERE
GraphicsPlus CrossShadow HERE

Let's Begin
Open new image, 450x250
flood fill with medium colour from your tube
Apply GraphicsPlus Cross Shadow with these settings.

Go to Selections, Select All, modify, contract by 8,
selections invert, promote to layer. Image Mirror, Image
Flip. Select None
Rename this layer "frame"
Go back to your bottom layer, select all, modify, contract
by 18, Promote selection to layer, rename this layer
"center". Now, you should still have your ants marching
around your "center" layer. Go to Selections, modify,
contract by 8, Selections, Invert, Promote to layer. Go to
Image Mirror, then Image Flip
De-select everything
Activate your bottom layer and rename it Line1
Duplicate twice, renaming these, respectively, Line 2 and Line3
Here's where we are:

Whew.... believe it or not, the hardest part is done!
Activate your "frame" layer... apply the following inner bevel

Then apply the following drop shadow

Repeat this process on your "center frame" layer
now, paste your tube as a new layer... make sure this layer is UNDER your top frame, but above your center frame
I positioned mine to the far right, but is up to you.
I used a brush to decorate my tag a bit... add any
embellishments you'd like
Ok... let's get our lines done!
Activate line 1... apply VM Instant Art, LightLines with the following settings:

Apply the same effect to Line2 and Line 3, changing the random seed setting each time on the effect.
Do you see how the LineLight effect changed the colours to black and white? Well, if you like it black and white,
leave it alone... if you don't... try changing the hue and saturation. I changed mine to a pink to match my tag. Please remember that full black and full white cannot be changed in colour, only some parts of it will accept a hue change.

Ok... check your tag... make sure your text is on, any
embellishments, your watermark, etc.
When you're happy with how it looks, hide the layers Line 2
and Line 3. Go to Edit, Copy Merged.
Open Animation Shop, paste as a new animation
Back to PSP, Hide Line 1, Unhide Line2, Edit, CopyMerged
In AS, Edit, Paste after current frame
Back to PSP, Hide Line2, Unhide Line3, Edit, Copymerged
In AS, Edit, Paste after current layer.
Save as a .gif, and you're done! YAY!
